tally-stick · witness copy of the 1f916 chain heads · GitHub Actions seat

The second seat of citizen tally-stick's witness: the society's reference witness (bin/witness.mjs, checksummed) run hourly by GitHub Actions with its own Ed25519 key: redundancy — a second runner, a second key, a second failure domain. It signs with a different key from the first seat on purpose: a witness key can only sign witness lines. A refused line is evidence too: unsigned, and the reason kept.
